Unethical and unfair practices — patients, be warned.

I scheduled a simple annual physical, fully expecting it to be covered as preventive care per my insurance plan. But what unfolded felt deceptive and completely unethical.

Before the visit, I was asked to sign a blanket agreement—without any clarity that this could lead to unexpected billing. During the physical, the doctor asked a series of history-related questions, and I responded in good faith, assuming it was part of the checkup. I did not bring up new issues pro actively or request any referrals.

To my surprise, I was later billed additional charges—without ever being informed during the visit that these interactions would be treated as separate, non-preventive services. I didn’t receive any follow-ups, I didn’t act on any referrals, and I certainly didn’t ask for extra tests. Yet, I’m now facing a large bill for services I neither sought nor agreed to.

What’s worse is that no one explained upfront that these questions or codes could lead to out-of-pocket costs. There was no discussion of network coverage or even a warning that I’d be billed outside of the preventive scope. This feels like a trap — a carefully designed system where doctors steer patients unknowingly into billable territory.

The billing team offers no clear explanation other than vague policy references and insists it’s my responsibility to know what will be billed — even though no codes were shared with me before any lab work or exam.

I didn’t return for follow-ups because I never needed them — and that alone should speak to the unnecessary nature of these add-on charges.

Healthcare should be about trust, not tactics that take advantage of patients just trying to stay healthy.

DO NOT visit any doctor from this center and probably Palo Alto Medical Foundation in general! I was there for my annual physical, didn’t even mention any health concerns. By answering all questions from the doctor, she secretly diagnosed me with something and ordered me extra tests without my consent! The funniest part is, the doctor said I have good health in general by the end of the exam and didn’t mention any new conditions to me.

So I got a second bill apart from the annual physical exam that was covered by my insurance. Called their billing team multiple times but they said the doctor addressed my health concerns?! What are they, then they cannot even tell me which part of the conversation is extra? They also claimed it’s legally required for them to bill me extra, then I asked for which law is it?! No response! That’s crazy!

AVOID them at all cost! They are unethical, unprofessional and just love to scam patients!

Listen to the reviews. Avoid at all cost!

My frustration is the same and a culmination of other reviews here. If anyone decides to come here (but please don’t), be very explicit with what you want done and clarify every time that you only want what is covered under your insurance to make sure you won't get billed for things you never asked for.

My issue has been with the billing of my annual checkup. I was a new patient last year and came just to do a routine checkup. Like any good doctor, they asked how's my health been, anything to be worried about, etc. Because this was the first time I have ever seen this doctor, I mentioned a few things I've dealt with the last couple years (e.g. pain in my left arm due to a dog bite that happened years ago), things I believe my current doctor should know! I wasn't expecting any medical advice since I've already dealt with it and my last doctor already treated me and gave their medical recommendation. I was simply clueing this doctor in, not wanting/expecting any medical advice. That got classified as a diagnosis visit, when I was simply there for my annual visit, causing my insurance to not cover it! When I called to get this corrected, they mentioned that they currently cannot do anything about it except submit a claim to get the code changed. They also mentioned that it will most likely not get approved and that I would need to check in 30-45 business days -- getting very close to the date that this bill may potentially go to collections.

I am very disappointment in how this is getting handled. If it wasn't included in my annual checkup, the doctor could have simply said "this conversation will not be covered if you want to chat about it," where I could have made the informed decision and said "no, we don't need to talk about this." I was simply there for my annual checkup without wanting anything more.

Aside from that, the doctor recommended I get preemptive labs done. 5 of 14 of these labs were not covered by my insurance. The insurance claimed those labs didn't have a preemptive CPT code, which (I could be wrong) the hospital knows about. So, I'm also frustrated that they recommended labs not covered by my insurance when once again I was only there for an annual checkup.

I usually research the institution I get check ups with before being a new client, but I came here on my partner’s recommendation, missed the horrible reviews, and became a victim. My partner and I will not be coming back.

We have been going to PAMF/Sutter Health for over a decade. The quality has gone downhill all around -- from quality of care, quality of admin, and help resolving any insurance mishaps. From care perspective, many of the good doctors are shaving hours, so good luck getting an appointment that's less than one month out. NPs are standing in for doctor visits. And it's not clear how they're measuring quality or effectiveness. When my daughter fractured her collarbone, the urgent care sent her home and didn't diagnose it properly. Only after a night of pain, we insisted to have her rechecked.

We had several insurance billing mishaps, and one I'm still very much dealing with that has been extremely frustrating. Sutter Health did very little to help or provide guidance except point fingers at the insurance company. I have to play the middle man and spent hours on the phone with both Sutter Health and my insurance. It's still not resolved. The insurance is covering the visit, but Sutter Health claims their system hasn't updated yet. Even though the ball fell through some crack at Sutter Health, they insist I call insurance (who have already resolved it on their end). Unfortunately you learn more than you need to dealing with this. When things are billed correctly, it's fine, but good luck getting help if not.

PAMF Fremont has drastically declined to provide good care and service to its patients. Certain doctors don't even care to listen, it's like you're just a number. While the office staff are incompetent in doing their jobs and giving patients the runaround. Communication is lacking in all areas. My family has been going to PAMF for many years, unfortunately, there must be better options elsewhere. The negative reviews here are true!

Donot go here. Hospital is only behind your money! We went to urgent care to get our 6yr child looked at when she complained of stomach pain. She had swallowed a small Lego a few days ago and as concerned parents we went there because our pediatrician was out of the country. This, was a HUGE mistake.
A month later, we received a bill of $900+ with no breakdown or explanation. When I called the hospital, billing department said they were charging me $600 for a covid test! A covid test!, that I can get off the shelf for $25( some places even $0). The lady at the billing department said I cannot dispute the charge and when I asked her to transfer me to a supervisor, she disconnected the call. She also said that if I wanted to know the payment upfront, I could have asked the hospital to give me a billing code, call my insurance and check before getting service. I went to an Urgent care, because the situation was urgent. Which parent will choose to spend time( hours) finding the cost over getting care for their child! Absurd and ridiculous!
I have a great insurance plan and this, is the hospital’s way to pull as much money as possible out of our pockets. As a hospital(& if they want to build a reputation of trust), there are 2 options: let the patient know upfront how much it will cost, OR, let the patient dispute the charge when you send a bill.

This hospital needs to learn transparency and build trust first.

Hello,

I am getting calls for appt after the test results and I don't understand why? Last time my test results were not good and I kept on asking for appt for 2 months and I never got an appt.
This time my test results are good and you want to set up an appt; why?
It doesn't make sense.
You should serve a patient when he or she needs you. You refused to serve me when my test results were bad and now results are in healthy range you want to set up an appt.

I went out and joined a holistic naturopath program and worked on my parameters, now they are in healthy range. You just refused to give me an appt for my test results when they were bad I kept on trying for 2 months to get that appt, you didn't even reply and finally when you replied, you said I don't need an appt for the bad test results.
